According to Gordon Wittenmyer, the Cubs are not offering Kerry Wood arbitration.
Kerry Wood is a Type A Free Agent, meaning the Cubs would have received 2 draft picks if Kerry Wood signed with a different team had they offered him arbitration. That will not happen now, along with the fact that Kerry Wood will not be coming back now.

Technically, Wood could still re-sign with the Cubs. But that's certainly less likely now.
The Cubbies have declined to do arb with Kerry because they are making room for their new left fielder.
